If I were rating this playground alone it would probably be a 2-3 because it’s ra small set for only young ones. HOWEVER,  you’re next to fisherman’s wharf, and super close by the Pier 39 Carousel, as well as the Mirror Maze and Musee Mechanique. This leads me to boost the rating because you could kill a couple of hours here no problem - and we have. My kid had an awesome time at both Musee Mechanique (which is an antique pinball/gaming museum - free), and the Mirror Maze which was trippy.  You’re also right next to where the sea lions are, and she had an awesome time barking at them too.
